What a mess! Russia has the only retreats this season and must retreat Sweden to one of (FIN, GOB) and Galacia to UKR. If retreat is not wished then the units will be disbanded. Russia has one debuild coming up which will be adjusted based on these moves. If I have conditional orders for you for this winter, then I will mail them to you to confirm your intentions. Autumn and Winter of 1902 will be run Wednesday afternoon if I have everything. Due to all of the bounces and other strange occurences this turn, I'd say chances are good that there has been some serious miscommunication here. If it is between players, then them's the breaks I guess, but if someone has a problem with their move that has to do with the way I interpreted the turn, let me know quick!! ****************** Press: Help! Send me a ship! --- News Reports from The Times of London, Fall, 1902 September 10, 1902 WHITEHALL IN UPROAR! ******* Sir John Campion-Defoe Resigns in Protest ******* In a major foreign policy shift, the Foreign Office announced today that Sir John Campion-Defoe, Permanent Under-Secretary for Naval Affairs and guiding light of English naval strategy since the 1897 Naval Agreements with Russia, resigned to-day in protest of what he referred to as "a cowardly renunciation of cooperation with Imperial Russia." The break with the government came after Prime Minister Balfour had the first major meeting of his inner cabinet after the Conservative victory of September 4. The resignation was precipitated when the Prime Minister announced the appointment of Joseph Chamberlain as Foreign Secretary with full powers in that field. Mr Chamberlain had been expected to be appointed to the Colonial Office because of his experience in South Africa and India, but the Prime Minister announced that, after meeting with the King, he was convinced that Chamberlain was the right man for the Foreign Office. Foreign policy under Chamberlain is expected to deviate sharply from its previous path of cooperation with Russia in the Baltic. The 1897 Naval Agreement with Russia is due for renewal this month, and under the Chamberlain ministry this will probably be allowed to lapse. Sir John protested the decision to suspend negotiations with the Russian Ambassador Count Benckendorf. Count Benckendorf has announced that he has been called back to Saint Petersburg for talks with Tsar Nicholas and Foreign Minister Count Lambsdorf. "That blasted Chamberlain will ruin everything for which I've worked these past eight years!" fumed the obviously upset Campion-Defoe. Sir John announced that he would be retiring to his estate in Scotland "until such time as sanity returns to Whitehall and my country decides my services are needed." Secretary Chamberlain said that he was "glad to be rid of the obstreperous old coot," and noted that there would be some changes made in British foreign policy. "Heads will roll!!" he cackled as he made his way to his new offices in Whitehall. Cabul, Afghanistan, September 11, 1902 (Reuter's) The Russian government has sent a representative to the government of Afghanistan, in violation of Anglo-Russian agreements of 1893 and 1897. The representative, M. Ignatieff, the Russian Political Agent in Bokhara, announced that his government was seeking to establish direct relations with Emir Abdurrahman of Afghanistan. In light of the Anglo-Russian agreements previously mentioned, all contact with the Afghan government by foreign powers should have gone through the British representative. Reports have been circulating in Cabul the past several days of large bodies of Russian troops concentrating in the vicinity of the Afghan frontier. Russian Foreign Minister Count Lambsdorf stated that such reports were "gross exaggerations of the fact," and that the only reinforcements of troops on the Afghan frontier was a single brigade. September 12, 1902 Foreign Secretary Chamberlain announced to-day the withdrawal of the Home Fleet from the English Channel. The Fleet, which had moved into the channel due to uncertainty about German intentions toward the British Expeditionary Force now in Belgium, can safely be withdrawn from the Channel due to the stabilising situation on the Continent and the decreasing possibility of a Franco-German war. The Fleet will be moved to Belgium as a demonstration of the peaceful intentions of Britain towards her continental neighbors. "Removing the BEF from Belgium will help calm the atmosphere in Paris and Berlin. Besides, the food in Belgium is the worst: all those waffles, yucch!" said the Foreign Secretary. On the Afghan crisis, the Secretary said that M. Ignatieff's letter to Emir Abdurrahman was invalid, and that "it should be understood by the Russian government that arrangements for such relations must be *granted* by the British Government, which controlled Afghan foreign relations." The Secretary also decried apparent Russian military preparations along the Afghan frontier, stating that "British troops in Afghanistan would take whatever steps necessary to protect Imperial interests." Saint Petersburg, September 20, 1902 (Reuter's) Russian Foreign Minister Count Lambsdorf announced to-day more extensive maneuvers of the Baltic Fleet off the coast of Sweden. The manoeuvres will extend further into the Kattegat and Skagerrak than ever before, and ships will be placed on a total war footing "just in case, Heh, Heh" said the oily Foreign Minister. Asked to explain the mysterious move of the Black Sea Fleet from Rumania into the Black Sea, Count Lambsdorf said cryptically that the sailors had "developed a sudden craving for roast Turkey." Count Lambsdorf also announced the movement of Russian troops into Western Afghanistan to protect Russian caravans traveling from Kushk to Herat. "We have been unable to make the British see that we need direct relations with the Afghan government because of our commercial interest in that country, which is one of our major suppliers of crottled greeps." September 30, 1902 Incident in Baltic Sea A fleet of British fishing vessels was fired on by the Russian cruiser Perestrioka and the battleship Glaznost. The captain of the battleship said that he honestly believed the boats to be motor torpedo boats bent on the destruction of the Russian fleet. It is not known how many British vessels or lives were lost, but preliminary reports indicate losses may be heavy. The boats, from the Lincolnshire ports of Grimsby and Mablethorpe, had been fishing in the area for three days. In London, Russian Ambassador Count Benckendorf was called to the Foreign Office by Foreign Secretary Chamberlain. It was the first time the Russian Ambassador had had contact with the Foreign Ministry since the appointment of Secretary Chamberlain earlier this month. In a stormy session, Count Benckendorf accused the British fishermen of using "threatening gestures" against the Russian sailors, calling them names, and insulting Russian grandmothers. "This is something up with which we will not put!" mumbled the senescent Benckendorf. October 3, 1902 The British Expeditionary Force, recently withdrawn from Belgium, will be embarking for Norway later this week, announced Prime Minister Balfour. "In light of the threatened predominance of Russian Naval Power in the Baltic, steps must be taken to ensure the security of Norway. The dastardly attack on unarmed British fishing vessels by the Russian Baltic Fleet is only an example of the kind of brutal incidents which will occur while Russia attempts to secure dominance in the Baltic Sea, which has traditionally been a major fishing area for British trawlers," propounded the portly purveyor of pro-punitive policy. Secretary Chamberlain also announced that the Fleet in Norway would be taking "steps appropriate to the gravity of the situation", and would be leaving Norwegian waters for a destination as yet unspecified. October 18, 1902 After continued incidents in the Baltic Sea, the Admiralty today announced the surprise visit of the Norwegian fleet to Murmansk. "The continued threat of the Russian Baltic Fleet cannot be ignored. By occupying the main bases of the Russian navy in the north, we will ensure that this fleet will wither on the vine like a rotten grape. Anyway, the used vodka bottles washing up on Danish and Norwegian beaches have gotten to be a real health hazard, not to speak of the medical waste. Of course, vodka is a form of medical waste in Russia." said Admiralty spokesman Horace Ponsonby-Britt. In other parts of the world, British troops easily repulsed attacks by Russian footsoldiers on Herat and near Cabul. Although outnumbered twenty-to-one, the troops easily repelled the repellent Tsarist hordes. "Another example of British pluck against the foreign rabble," said an unknown footsoldier, Rudyard Kipling. November 2, 1902 Sailors from the newly rechristened Murmansk fleet have reached Saint Petersburg and Khronstadt, the last remaining naval bases of the Russians on the Baltic coast. "The occupation was a complete success, and easier than we had expected. The people have welcomed us with open arms and hearts, looking to the enlightened tradition of British parliamentary democracy as a liberation from the dead hand of Czarist oppression," ranted Admiral of the Fleet Sir John Fisher.
