Eric Klien has already reposted the rules in Electronic Protocol. I'll prepend my short synopsis of the differences between this and regular Diplomacy. An overview of the differences between 1914 Diplomacy and the standard game There are only five players; Italy and Turkey are "minor" (initially neutral) countries. Supply centers are captured by occupation on any turn, not just a fall turn. Instead of keeping one unit per supply center, countries earn supply points (SP) for supply centers they control. SP are spent on building new units and maintaining old ones. SP are also spent on all conflicts. SP may be given to other countries. All minor countries have one or more units at the start of the game. Armies may move long distances in a single turn by railroad, but the entire route traveled, except possibly the starting and ending points, must be within the home country and the route must be completely unoccupied by any other army or fleet. Supply lines must exist from the capital to all units or units disband. All supply centers must also have a supply line to the capital or they produce no income. Alliances may be formally declared. Allies cannot capture each others supply centers and may trace supply lines through each others territory. Fleets get two moves per turn if neither move is to a land space or in support of a move to a land space. Units which retreat in one season may not attack nor support an attack in the next season. Fleets cannot capture a supply center unless supported by an army. Also retreats to supply centers owned by other countries are not allowed without the permission of the owning country. Beginning in the fourth year, bombers may be built. Bombing a supply center causes it to produce no income for its owner. Bombers may defend supply centers against enemy bombers. Minor countries may be controlled by expending SP for political influence. Gaining control of a minor in this way allows a player to order the minor's units, but the minor is still treated as a separate country. Here's a capsule summary of how the game went. England took political control of Portugal from the beginning. All other political expenditures on the first turn were defensive: France and Russia spent to prevent anyone controlling Italy or Turkey, respectively. During 1914 England took good advantage of the two-phase fleet moves to blitz France by sea while Russia clashed with Germany and Germany conquered the low countries by force. Austria began a slow attack on the uncontrolled Italian units. Germany ended the year with a large supply point balance and built 3 units, while most other countries frugally built 1. England and Germany declared an alliance, and Austria and Russia each took political control of one of the Balkans. In the second year, 1915, conflict began in the Balkans and the German offensive of 1914 was repulsed by Russia. Germany turned his attack toward Scandinavia and Austria and captured the Austrian capital in the fall! England's grip on France tightened as England, together with Portugal, took Brest and Spain. At the end of 1915, all Great Powers except France had quite respectable supply point balances although Austria, with war on the home front, could build only one unit and sought to recruit a minor country to its aid again. Germany, in a diplomatic coup, achieved alliances with all Great Powers except its victim, Austria. In 1916, Germany expanded in Scandinavia and Austria while Russia made gains in Turkey and the Anglo-Portuguese forces closed the net on helpless France. Russia and Germany ended this year as the two wealthiest powers. France wound up with nothing but an army in its capital. England renewed its alliance with Germany, but Russia shifted its allegiance to the Austrian side. In the spring of 1917, France was eliminated and English fleets advanced toward Russia and Italy. By fall, Russia annexed the last Turkish center and had most of the Balkans, tying with Germany at 9 supply centers, with England right behind with 8. Austria was beginning to make a comeback, but was very short on supply points. Bombers became available in the winter and Russia and England each built one. Germany allied with all other Great Powers (including Austria this time) and the Austro-Russian alliance was renewed. Alliances notwithstanding, 4 German-owned supply centers were bombed in 1918! Also Portugal, the only active country not allied to Germany, captured Belgium from Germany. The net effect was to cut the German income by 57% this year. Germany had to disband units and was still left with an inadequate supply point balance. England deserted Germany as an ally and allied instead with Russia. The rest of the game became a war of attrition against Germany and a race for German supply centers, starting with the capital, Berlin. At the same time Russia took Austria's provisional capital, Budapest. With Germany and Austria both forced into civil disorder by loss of capitals, and both short of supply points, Russia immediately won the race for supply centers and the game. The Austrian A Bud was dislodged and needs 1 SP to retreat. This denies supply to the support for A Serbia's move, causing it to fail. But if that move fails, Budapest has no retreat! (Vienna is owned by Germany.) Since Budapest was unordered I will take the coward's way out and let A Serbia's move succeed with the support. A Budapest is disbanded. That was Austria's capital so he must establish a new one (in Trieste) and suffer civil disorder in the fall. German plans also collapsed due to lack of SP. Germany would have had no units retreating except that there weren't enough SP to fund all the defending units. The resulting retreats sucked up the available SP. (I had to decide whether attacking an unsupplied defender constitutes a conflict. I decided that it does, even though opposing an unsupplied attacker does not.) England eliminated Italy and, incidently, the German capital fell to Russia. Germany must establish a new capital and suffer civil disorder in the fall.
