The three surviving players must vote on the proposal. -= Press =- -LONDON- In a massive overland attack through Kirkenes the English Third Corps recaptured the Russian capital. The success of this offensive was mostly due to the 2-week long naval bombardment of the city of St. Petersburg and the Northern ports of Archangel and Murmansk. It has been reported that the inhabitants of these cities welcomed the victorious English troops with cheers and happiness, as this signaled the end of the merciless shelling. The last battered remnants of the once mighty Russian Northern Fleet, however, were not so fortunate. Most of the ships were still at anchor in St. Petersburg harbor, where it is believed the crews were engauged in celebrations after their arrival home. When asked why he had allowed the Russians to regain their home port, First Sea Lord Winston Churchill remarked, "We are not barbarians.
