Diplomacy Zine --- Chapter Five EP #154 From: mad-2@kub.nl (C. Wekx) Date: Tue, 03 Apr 1990 12:41:47 +0000 Issue #154 of ELECTRONIC PROTOCOL: ********************************************************************* If you don't want to own a gun, you can take up karate, a form of martial arts in which people who have had years and years of training can, using only their hands and feet, make some of the worst movies in the history of the world. They can also break boards, which could be very useful if an intruder enters your home and tries to hide behind your spare lumber so the dog can't get at him. ********************************************************************* Chapter One contains: NAVARONE, BLITZKRIEG, OPERATION OVERLORD, GETTYSBURG, and HMS HOOD And is published by daybell@aludra.usc.edu/Donald Daybell Chapter Two contains: DRAGONSLAYER, BISMARK, COLD WAR, JACAL, MANHATTAN, and VERSAILLES And is published by tedward@cs.cornell.edu/Ted Fischer Chapter Three contains: MULHOUSE, DAWN PATROL, SNIKKEL-2, BERLIN, SNIKKEL-1, EL ALAMEIN, SQUALANE, UNGAWE And is published by cwekx@htikub5.bitnet/Constantijn Wekx Chapter Four contains: FIRE WHEN READY, DREADNOUGHT, HOHENZOLLERN, HUGO, JUGGERNAUGHT And is published by xcbe12a@ucrmath.ucr.edu/Wayne Wallace ------------- Chapter Five ------------- Winter '05 of the game BUSHIDO (BNC number 1989IN) (GM is jall@diku.dk/Mogens Jallberg) Due Mar 28 Spring '04 of the game TOKUGAWA (BNC number 1989IS) (GM is rc0o@andrew.cmu.edu/Bob Cochran) Due Mar 19 Summer '04 of the game DUNKIRK (BNC number 1989KN) (GM is sjzwange@phoenix.princeton.edu/Steven Jacob Zwanger) Nothing happened. I will support you into Sev in the fall if the following assurances are made: 1. You will not use Sev as a port, i.e. no fleets will be built there. 2. You will not advance any farther south. 3. You tell me which unit will be attacking Sev! (preferably the army in Ukraine) Comments? If Ukraine remains, then we'll have to think of something else! Rome (UPI Radio News): Dismay was expressed during a high level news conference today relating to the enormity of resources being poured into the Italian navy. "Tunis must be saved!" was the rallying cry of top naval officials that took no time at all to convince the Minister of Budget and Finance to bankroll the expansion. "No Turkish renegades will encroach upon our Tyrrhenian! No other body of water holds as much strategic importance." Apparently, the Turks fatally wounded their chance at mercy with the takeover of the Italian province. All military personnel were commanded to "take no prisoners, give no quarter." Russia -> Italy: The push south continues in the Spring, the details depend on what the Sultan destroys. We promise not to do anything surprising. Turkey -> Russia Sevestapol is yours. Just move to it in the spring. Unless my move somehow gets blocked again, we should be at peace. I really had no intention of being there now, but my army had no place else to retreat from Rum last year. Once you get that back, you will have your entire starting country (good job, I only wish I could get the rest of mine back). English Press - ------- ----- Edinburgh Times General Quid today officially admitted that the discussion of peace terms had begun with the French. The General appeared dazed and confused at the weekly press conference while lamenting that the occupation of London was a new low in the history of England. The exact terms of any armistice have not been disclosed, but rumor has it that the entire English military structure will be dismantled. Rioting has become worse than ever and citizens are throwing rocks and bottles at the occupying French forces to the chants "better dead than green." Another rumor from the goverment, now in Edinburgh, is that the English have renounced any rights to their Scandanavian possesions and in fact have encouraged the Czar to "grab what he can before the French." Russia -> Italy: The push south continues in the Spring, the details depend on what the Sultan destroys. We promise not to do anything surprising. He announced: "We can no longer continue to ignore the threat to our great Empire placed by the con- tinued mobilization of greater and greater numbers of men and material in Scandanavia. We must act to protect German shipping in the Baltic." Copenhagen - The citizenry was greatly releaved to hear of the imminent departure of the German Navy for Continued Spring Maneuvers. In the words of one local shopkeeper: "We are tired of their continued rude and arrog- ant behavior. The make fun of us and break all my tables when they think that the food is bad. They even laugh at the Little Mermaid who guards the harbour." Finland - Upon orders from the Northern Command, the North fleet decided to check and make sure that the English delegation in Norway was keeping warm, (and staying west of Sweeden). To the Russian commander's surprize the English fleet had headed south for warmer waters, and the English soldiers, lonely without their limey breteren decided to follow. They seem to have forgotten that swimming in the Sea of Skagarrak is not a good idea in mid-winter. WAR DECLARATION UNANIMOUSLY APPROVED London to St. Petersburg (AP): ``In one of the shortest sessions of recent note, Parliament unanimously approved a declaration of war against Russia. The Prime Minister stated, "We cannot allow this heinous, unprovoked attack on peacetime forces to go unpunished. We invite all the nations of Europe to join us in this armed struggle against Czarist autocracy." In a related story, the Royal Press Secretary has ordered the indefinite closure of the London tabloids, "The Sun" and "The News". A spokesman for the press agency explained, "We cannot allow this rampant yellow journalism to go unchecked as we gear for war against Russia. We must try to make amends with the Kaiser as soon as possible lest he aid the Russians by attacking us off Jutland again." It is reported that a diplomatic corps has been sent from Paris en route to Berlin.'' Munich - Oktoberfest is only a few months away. Make your reservations now! Naples - Due to circumstances beyond our control, the City of Rome cannot be found. Reports from the outskirts of the city have been sketchy, but it would appear the entire city has been engulfed by a giant condom. Cries can be heard from the other side of the giant condom. The Trojan National Guard has been called in and they have reported that the cause of the problem has not been identified yet but they are confident of a solution shortly. Norway - To raise money for the annual Debutante Coming-out party and weenie roast, members of the North Fleet Society for the Arts Auxilary social club will be selling original ice sculptures of English foot-soldiers, 20 rubels each. Oslo (UPI): ``British nationals here remain in a state of shock following last winter's surprise attack on the Royal Army by the White Navy. "The devastation of an entire generation of young men," as it has been described by some, has prepared the general populace for British reinforcements in the near future. Although Czarist forces control the city, the national government remains nominally independent and has secreted itself somewhere north of the Arctic Circle. It is widely believed that there is widespread support within the government to aid the British in their war against the Czar.'' Ottawa -- In a support of solidarity with the Commonwealth, the Canadian government declared war on Russia and asked the United States for free passage through Alaska. ........... English press: Washington -- It was recently revealed that a $5 million fact-finding mission to London and Berlin to prevent the possibility of a war between the two empires has concluded nothing. Despite this failure, a new bill to send a delegation to St. Petersburg to head off war between Russia and Turkey has received widespread support throughout the bureaucracy. ........... Spring 1915 of the game #40 COMRADES IN ARMS (MNC number 1990Ird24) (GM is att!druwa!hardlj or hardlj@druwa.att.com/Larry Hardouin) Fall 1914 moves are due on Monday 4/2. Please read the results carefully and let me know if you think there are any mistakes. I made two mistakes during the Fall 1914 moves. I forgot that a convoying fleet costs 1 SP (I remembered to charge Austria this turn). The other thing I forgot is it costs 1 SP when forced to retreat. I did not charge France when his fleet retreated to Gascony. Since no one caught the errors, and since they balance out in the England/France war, I am not fixing the mistakes. This turn, a unit was forced to retreat, but had to disband because it did not have a retreat path. I am not charging any SP's for this since the unit did not, in my opinion, retreat. "Did they promise to support our boys into Belgium? And were you deceived on French intentions regarding the new fleet assembled in Brest? What kind of leadership is this government showing at this time?" Defense minister Humphrey and External Affairs Minister Pickett declined to respond to these and other queries stating the need for security and confidentiality over negotiations. Yet, it has been learned from leaked documents that the Prime Minister is fuming over recent fleet activities by France. (Leeds) A major operation in this community by members of army special forces has raided the municipal offices of local officials. It is suspected that information gathered by the raid will be used against local counselors who have long been supported of aiding the Sillies. (Harlech, Wales) Strange lights have been reported all along the north west coast of Wales. There have also been a large number of disappearances in the area recently. Naval Intelligence is said to be investigating the possibility of a foreign power operating off the coast. (London) The Turkish Embassy has sent a letter to the government demanding action on the recent disappearance of the Turkish ambassador. The ambassador's aide is currently undergoing treatment in a London hospital for severe scars and mental instability. The aide was found wandering about the banks of the Thames with outrageous tattoos and no hair. Scotland Yard has not been able to determine from him what happened to the ambassador, but inspector Le Strade claims that they are checking some possible leads. (Manchester) Residents of the Adderly ward of Manchester have reported that it rained frogs on Friday of last week. Local scientists are at a loss to explain this, but some people believe that it may herald the end of England and maybe the world. Others believe it is somehow a ploy by the Silly Party to somehow regain attention since the hospitalization of their deranged leader, Fugh Lusecrouse. (Athens, Greece) President Podopolus of Greece today reaffirmed his in- ventation to the Emperor of Austria for assistance against the Ottoman Turks. "We must stop those oppressive lovers of Electric Jello. They will devour our innocent land with their vile ways!" (Tunis, Tunisia) There was dancing in the streets of Tunis as residents celebrated the liberation of their city. Rumour has it that the crowds were forced at gunpoint into the streets by the a young colonel, Benito Mussolini. (Vienna, Austria) The famous riding school in old Vienna was rumoured to have been severely damaged by Russian soldiers as they ram- paged through the streets of Vienna after taking the city. If you stay, we don't annhilate you with our massive army! In issue #150 I said: Here are two neat questions that I would like answers to: 1) Consider the following situation - GER: F Nth C A Hol-> Yor, A Hol->Yor, ENG: F Lon S F Ska->Nth, F Ska->Nth. Since GER F Nth is dislodged, the convoy fails. However, the rulebook then says that "the army to be convoyed ... has NO effect on the province to which it had been ordered" (Emphasis mine). Does this mean that Yor is open for F Nth to retreat to ? 2) The rulebook (Feb. '82) says: "VIII: CONFLICTS ...If two units are otdered, each to the space the other occupies, neither may move." "IX: THE SUPPORT ORDER ...A Unit moves with the strength of itself and all its valid supports. Unless it is opposed by a unit equally well or better supported, it may make its move, the rules under CONFLICTS above notwithstanding." ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^ (Emphasis from the person who submitted this question). Here's the scenario: Tur: A Bul S F Aeg -> Gre F Aeg->Gre Aus: F Gre->Aeg Ita: F EME S AUS F Gre->Aeg The way I see it, the Turkish F Aeg is going to Greece with the strength of itself and 1 support (A Bul), against F Aus Greece, 2:1. Similarly, F Gre is moving to Aeg with its own strength and the support of F EME, 2:1 against F Tur Aeg. Therefore, the moves succeed, and Gre and Aeg exchange places, since it says that units which have superior supports (in both these cases 2:1) will move, the CONFLICT rule preventing units to move into each other's place NOTWITHSTANDING. Is this right? And here were the answers that I got: >From waste@vtvm1.cc.vt.edu/Dave McCrumb: question 1) F Nth can retreat to yorkshire question 2) both moves fail. each unit is ordered to the space the other occupies, and since each has a support, it is 2:2 >From ebrosius@lucy.wellesley.edu/Eric Brosius: (1) Absolutely. F Nth may retreat to Yor. I don't think anyone disputes this. (2) The problem here is that each fleet *is* opposed by another one equally well supported. The two fleets stand each other off. >From loeb@geocub.greco-prog.fr/Daniel Loeb: 1) Yes, YOR is open for retreat since no conflict took place there. 2) I don't think your reader understands what "NOTwithstanding" means. Both units face a resistance of 2 and fail. Looks like this quiz was a little too easy. Everyone got it right! A free lollipop to each of them. SALE! SALE! SALE! SALE! SALE! SALE! SALE! SALE! SALE!
