The two Eastern Kingdoms are indeed united against us, and that poses a grave threat to the security of our Dominions in the Southern Sea. Our agents have been fomenting unrest among the citizenry over the ceaseless war-making of these two Kingdoms, emphasizing the cost in money and blood of the war with us as it enters its fourth year. We have constantly reminded the populace that it was indeed their rulers who struck against our Dominions, and that our Empire is ready at any time to make peace on the basis of the status quo ante bellum. At the same time, our sympathizers among the ruling classes have managed to work their way into positions of control of the levers of real military and economic power, unbeknownst to the current ruling clique, who have become quite decadent in both Kingdoms. All is nearly ready for the final coup against the weaker of the two," the portly courtier concluded his speech, which had obviously been rehearsed for just this occasion, smiled unconvincingly, and bowed. He retreated into a group of similarly dressed men in dark coats and necks bound with long strips of silken fabric of various stripped patterns. "Fool!!" the Emperor roared. "You think you can pacify me with glib generalities! Perhaps you still do not realize that, after I disolved the aptly-named Parliament, which did little but talk, and which had hobbled my families efforts to unite the warring Kingdoms and Prinicpalities of the Continent under Our Benificent Rule, I now hold supreme power in this Sceptred Isle. Now it seems that all that lies between me and personal control over the execution of the policies which I have dictated is a scheming and devious group of most uncivil servants. Guards!!" A group of six men shambled quietly out from behind the throne. Their smart tan uniforms contrasted with the relaxed movement which belied their opium-dazed compliance with their Emperor's wishes. "Take that one, and that one, and, let's see, that one trying to hide behind that column. Do with them what they told you to do with the last batch of populist scum they rounded up for me. Then we'll see if the rest of them are more co-operative in telling me of the probably overelaborate and contradictory plans they have made." As the guards took away the sobbing and dazed men, who formerly had been used to all the perquisites of untrammeled freedom and power, the Emperor summoned the cowed remainder toward him.
