You make all communication with the Diplomacy Adjudicator (judge@u.washington.edu) by electronic mail. For an overview of how things work send the message HELP by email to the judge. As it will explain to you, other files can be requested via the command GET <name-of-file> and before playing you should register. It is all explained in the help file.
