If anybody knows what is going on,please get in touch I just doubled checked and you are right, the Judge (for those who are in the dark: the Diplomacy Adjudicator -- a program that runs Diplomacy games; address: judge@milton.u.washington.edu) is dead. The unknown mailer error also says, "no more processes", so I suspect the computer needs to be rebooted and/or less people & programs running on it. I doubt if the computer will fix itself without human intervention.
