Diplomacy Zine -- Chapter Eight EP #252 From: Eric_S_Klien@cup.portal.com Date: Tue, 29 Oct 1991 05:34:02 +0000 Issue #252 of ELECTRONIC PROTOCOL: ************************************************************************* JAMES MADISON, author of the U.S. Bill of Rights, Amendment II in the Constitution: "Americans have a right and advantage of being armed -- unlike the citizens of other countries whose governments are afraid to trust the people with arms." -- James Madison, The Federalist Papers No. 46 at 243-244. "The right of the people to keep and bear ... arms shall not infringed. A well regulated militia, composed of the people, trained to arms, is the best and most natural defense of a free country ..." -- James Madison, I Annuals of Congress 434 (June 8, 1789). "A well-Regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed." -- The Second Amendment to the United States Constitution, proposed Sept. 25, 1789; ratified Dec. 15, 1791. "The ultimate authority ... resides in the people alone." -- James Madison, The Federalist, No. 46. GEORGE MASON, Framer of the Declaration of Rights, Virginia, 1776, which became the basis for the U.S. Bill of Rights: "I ask, sir, what is the militia? It is the whole people, except for a few public officials." -- George Mason, 3 Elliot, Debates at 425-426. "To disarm the people (is) the best and most effective way to enslave them ..." -- George Mason, 3 Elliot, Debate at 380. THOMAS JEFFERSON, Author of the Declaration of Independence: "No Free man shall ever be debarred the use of arms." -- Thomas Jefferson, Proposal Virginia Constitution, 1 T. Jefferson Papers, 334 (C. J. Boyd, Ed., 1950). "And what country can preserve its liberties from time to time, that this people preserve the right of resistance? Let them take arms ... The tree of liberty must be refreshed from time to time, with the blood of patriots and tyrants" (letter to William S. Smith, 1787, in Jefferson, On Democracy 20, S. Padover, ed., 1939). NOAH WEBSTER, author of contemporary pamphlets on the United States Constitution: "Before a standing army can rule, the people must be disarmed... The supreme power in America cannot enforce unjust laws by the sword; because the whole body of the people are armed, and constitute a force superior to any bands of regular troops ..." -- Noah Webster, "An Examination into the Leading Principles of the Federal Constitution" (1787), in Pamphlets on the Constitution of the United States (P. Ford, 1888). GEORGE WASHINGTON, First President and Father of the Country: "A free people ought ... to be armed ..." -- George Washington, speech of January 7, 1790, in the Boston Independent Chronicle, January 14, 1790. SUPREME COURT OF THE U.S.: "The Militia comprised all males physically capable of acting in concert for the common defense ... And ... these men were expected to appear bearing arms supplied by themselves and of the kind in common use at the time." The Court upheld the National Firearms Act on the narrow ground that no evidence had been presented (only one side was heard) that a short-barreled shotgun "is any part of the ordinary military equipment or that its use could contribute to the common defense." U.S. v. Miller (1939). "The states cannot, even laying the Constitutional provision out of view, prohibit the people from keeping and bearing arms so as to deprive the United States of their rightful resource for maintaining public security, and disable the people from performing their duty to general government." Presser v. Illinois (1886). "... 'the people' seems to have been a term of art employed in select parts of the Constitution. The Preamble declares that the Constitution is ordained, and established by 'the people of the the U.S.' The Second Amendment protects the right of the people to keep and bear Arms ...." U.S. v. Uerdugo-Uriquidez (1990). ************************************************************************* Chapter One contains: BAGHDAD, BLITZKRIEG II, KING'S GAMBIT, PASSCHENDAELE, DRAGONS, BLACK OCTOBER, OPERATION DESERT STORM, THE SOMME And is published by uunet!cti1!rlister or rlister@cti.com/Russ Lister Chapter Two contains: BEREZINA, PORTNOY, JUTLAND, TIBERIUS, MARENGO, PARIS, SPARROW, SNORRI AJAX, DIEN, FONTENOY, AGINCOURT And is published by loeb@geocub.greco-prog.fr/Daniel E. Let's all hope he writes a diplomat. Remember I'm still holding off on implementing the ideas me and Mike wrote in our article (art.tex). I'm hoping that the first person to write a diplomat will find the flaws in my protocol before it is set in stone. Since I *wrote* the protocol, I am not the best person to look for flaws. 2) The article which I mentioned above is going to be presented at the end of the month: first at the computer game conference in Maastricht Holland and then at the Automat conference in Rouen. Any suggestions for my talks would be appreciated. 3) Julian West is coming to Bordeaux for a 1 year position. While here we hope to lead a group of students on a programming project. We'll have either 1 group or 2 independant groups work on writing a computer diplomat. 4) Let's get this project moving again! From: loeb@geocub.greco-prog.fr (Daniel LOEB) DIPLOMACY PROGRAMMING PROJECT UPDATE ---- SEPTEMBER 1, 1991 I just returned from Holland where I was invited to speak to AI experts about the game Diplomacy. It seems that someone already spoke about the subject 2 years ago. Here are the bibliographical references. Au: Sarit Kraus, Daniel Lehmann, Eithan Ephrati Ti: An Automated Diplomacy Player Jo: Heuristic Programming in Artificial Intelligence Ed: D N L Levy, D F Beal Pu: Ellis Horwood 1989 Pa: 136-153 They have written a diplomat which they claim plays well. They give few details but it seems they concentrate on diplomacy over strategy. They communicate in REAL English. They play against humans only. Here are some entries from THEIR bibliography.... (3) Davis and Smith Negotiation as a metaphore for distributed problem solving Artificial Intelligence 20, 63-109, 1983 (5) Kraus Ephrati and Lehmann Evaluation of Suggestions during Automated Negotiations Proc of the 11th Cognitive Science Conference, 1989 (7) Kraus Ephrati and Lehmann Using Interaction Goal-processes for automated negotiation Proc of the 4th International Symposium for Intelligent Systems 1989 (8) Kraus and Lehmann Automated Negotiator Technical Report 88-7 Leibniz Center for CS, Hebrew University, 1988 (9) Kraus and Lehmann Diplomat, an agent in a multi-agent environment: an overview Proc of the 7th annual IEEE Phoenix Conf on Computers and Communication 434-438, 1988 (11) Rosenschein and Genesereth Deals among Rational Agents Proc of the 9th International Joint Conference on AI 91-99, Los Angeles, 198 I'm going to contact the authors (and read the other papers) in order to find out what has been done. Appearantly they did not try playing against other programs. At Maastricht it is agreed that more is learned by pitting one computer against another than by using humans on one side. Therefore, we should make our protocol compatible with their diplomat. I thus hereeby warn all members of DPP to look out for changes in the DPP Protocol in the coming months. Several members of the conference seemed interested in writting a diplomat, and I will assign the problem to Master's students here in Bordeaux (to be completed by June). I hope that some of you out there will begin programming as well. My article (with Hall) gives a recipe on how to write such a program. The goal of DPP is to create several independant diplomats (hopefully 7) with which to compute next year in Maastricht (Holland) at the annual computer games competition. Please send me your comments and questions..... It exists to run games (mainly diplomacy variants and orphans) and to discuss hobby/games related matters. It first appeared in June 1991. It currently runs one game of diplomacy and one game of Gunboat. WAITING LISTS WAITING LISTS WAITING LISTS WAITING LISTS (1) DOWNFALL. DA! THE EDITORIAL THE EDITORIAL DA! DA! DA! July and August are busy months for me. I can't promise any fixed deadlines, games will get adjuticated when I get time which means if things are going to run smoothly you need to mail orders in on time! The situation is this: July 19th-22nd MANORCON 1991 (the best UK dip convention), 23rd July-3 August (working in Manchester for my industrial sponser...I'll be back at the weekends to adjuticate games), 4th August to 11 August U-25 Bridge Camp (playing Bridge for one week!), then one week of normality followed by two more in Manchester. Games can still run but you need to GET YOUR ORDERS IN!!! Somebody asked why this issue has taken so long to produce. As you can see I have been very busy throughout July/August. This has been made worse by players NOT sending in orders in, I haven't been around to chase up offenders. In fact I have been distinctly unimpressed by the commitment many of you have shown to playing in games, I suspect that email games may attract people with a lower level of commitment than snail mail problems. I would ask that y'll mail in orders ASAP, a provisional set of orders should be mail within a day of receiving the zine. THE GAME OF DIPLOMACY This is a hardback book written by UK publisher Richard Sharp and published in 1977. It is one of only two books published on diplomacy. It's been out-of-print since about 1978 but Richard has recently started to sell photocopies of it. In the States you can get copies from Fred C.Davis Jnr (if anyone is interested I'll dig out his address). But. is it any good? (Of course, with it being 1/2 of all books published on diplomacy you should own a copy anyway.) GoD is over-rated as a texbook on play, it is too ideosynchratic and contains too material on postal diplomacy. As a text book on the play of diplomacy I do not rate it too highly. It IS entertaining reading. Similiar problems apply to Rod Walkers book on diplomacy (I can't recall the title). For the complete novice there is no ideal introduction to diplomacy, the best I have seen is Bruce Linsey's SUPERNOVA package although I am unsure if Brux still runs this. ************************************************************************* ************************************************************************* LET THE PEOPLE BE HEARD (A LETTER COLUMN) Mark: This is some material from correspondence with US Hobbyist Jeff McKee > Mark, > Yes, I played in a Dip game with Iain at last year's World DipCon. If you > have old issues of BTDT you may have read what I wrote about another game, > and then Iain came back with "If I knew then that you could write so much > boring drivel, I'd have never thrown that game to you." R/A/I stalemated > E/F and demanded a five-way draw. For a tournament that would be suicidal > for all five parties involved, so I refused and told the whole map I'd > rather attack France (and did). Eventually Austria joined me and R/I/F > were all tired of the game and decided to choose a winner between A/E. > Lucky me. (grin) MN Ah yes. American Tournament Rating Systems are known are being utterly worthless and to have no merit. When I goto an American convention (sometime, not now...not next year but sometime...) you will find me in the bar despensing advice and comments; you won't find me wasting my time pushing silly plastic pieces around a coloured map of Europe! No Sir. > You speak of American tournament scoring systems being second-rate. No, > this isn't American defensiveness coming, because I agree with you totally. > I've probably wasted more space in my zine talking about improving scoring > systems than any other topic. On the other hand, I've yet to garnish > significant approval for any alternative systems. Perhaps you could send me > some details on a typical British tournament scoring system. MN The main difference between British and American Tournament Rating Systems stems from a difference in philosophy in rating draws. The majority of US rating systems are based on the Calhamerian Concept that n-way draws are intrinsically better than n+1 draws. Furthermore, many of them go on to say that 5-way draws and bigger are `pointless' and a waste of everybodys time! Sometimes these rating systems then have silly rules which sometimes ensures that it is better to throw a game and come second than to draw in a large-way ending. The tournament rating systems that I know most about is the one used at ManorCon. Here the rating system ensures that a WIN always scores better than any draw which in turn scores better than any PLACE. There is no incentive to throw the game. There is no incentive to agree to a draw which does not include you (or at least there would not be, this year I believe that all draws are DIAS). Players in a draw are differentiated by a rating factor which is based on the number of centers there have (the actual system used is a little complicated but there is no reason why you just couldn't use the number of sc at the end of the game). The more sc you have, the more points you score! The actual system used also takes into account the number of sc your rivals have. So the players on 12 in a 12-11-11-1 will score slightly less than the player in a 12-6-6-6-4 draw. There are two essential different philisophies involved. Points based on number of players in a draw or on scs in a draw. I prefer sc because the more scs you have the more close you are to winning the game. I also consider it unrealistic that player can get better ratings by losing centers. Another difference is that UK tounaments have fewer rounds. At ManorCon there are only two rounds. So another difference is that whilst the majority of US tournaments are based on either an average over games played or on the best 2/3 results ManorCon is based on your best single result. Again I prefer this approach. It prevents players ganging up on the leaders so cross-tournament gaming can not occur. Also if only 1 player scores an 18 center win then I think he should win the tournament regardless of other factors. > To get defensive, on the other hand, would be to mention that five-way > draw I might have wound up with at DipCon. I object to five-way draws on > general principles (what an insult for the two eliminated, and for what?), > and I did eventually win the game by objecting to a five-way (certainly that > carries some merit in a British scoring system!). I would do the same again > because to me, there's so little risk involved in giving up a five-way draw > for a mere survival. MN this is not a matter of ratings but of playing style. There is nothing wrong in objecting to a large draw and playing on if in polaying on you think you have better chances of winning the game. The credit for a 5-way draw in ManorCon would depend on the number of centers you own. Of course, objecting to 5-way draws on general principles is silly. They can araise naturally ie 2 2-way alliances stalemate each other with a 5th player occupying a critical centre (often Tun or Mun). > A couple of people have generated some interest in British Dip tournaments > over here, but we know so little about how they actually work. My > impressions (however ground in fallacy they may be) is that people in the UK > take Dip tournaments more seriously, have more intense games, and tend to > enjoy themselves more off the board than Americans. MN Ha! Matt McVeigh went to DipCon in 1989 and wrote an amusing article on how Americans play Tournament Dip, he said that they take the games much more seriously; a review reflected in the comments of those who went to WDCII. There is a big difference in convention styles. US cons are more devoted to the playing of dip tournaments and have less emphasis on socialising. In the UK whilst many people may play in tournaments there are just as many who go for the social side; a large number of non-tournament games are held. ========================================================================= Date: Tue, 16 Jul 91 09:20:23 +1200 From: Michael Norrish <norrish@nz.ac.vuw.rata> I would be quite happy to maintain the Where-Is 'database' that you suggest. BULGARIANS, GREEKS WELCOME TURKISH MILITARY PRESENCE Sofia (Presse Suise) -- Turkish ground forces originally based in Constantinople and Smyrna have begun maneuvers in the friendly countries of Bulgaria and Greece this season in what Turkish diplomats hope will be seen as a sign of Turkey's committment to stability in the entire Balkan region. The scheduled troop exercises are expected to bring a welcome boost to the struggling Bulgarian and Grecian economies and the maneuvers should have minimal impact on the day-to-day affairs of civilians in the areas. Foreign affairs analysts have noted that if no progress is made in negotiations between Russian and Turkish diplomats Turkey will be willing to lend assistance to her Austrian neighbors in their bid to adminster the nearby country of Rumania. OMNIPOTENCE OF GAMBA-GAMBA Accepts Turkish Envoys (Gamba-Gamba, Gamba-Gambi) - The truly magnificent Omnipotence of Gamba-Gamba revealed his pleasure that his fellow Sultan in Turkey had sent representatives to his atoll to discuss giving his small "country" Major Power status. <<Sultan Ataturk cool fellow, me send talkers to Washington with him,>> said the pleasantly over weight ruler. SULTAN ATATURK TOAST FREDRICK OF GERMANY AT GALA AFFAIR Constantinople (Reuters) -- The benevolent Sultan of Turkey extended his sincere regrets over the death of Germany's King Ralph and toasted to the long life and success of Prince Fredrick at a state dinner held for Germany's envoys to Turkey. Members of the Turkish state department also used the gala occassion as an opportunity to publicly encourage Germany to send representatives to the U.S. sponsored PACT talks and offered assistance to the new German government in its efforts to restructure its economy. SULTAN'S ENVOYS DEPART FOR U.S. PACT TALKS Constantinople (AP) -- Turkish envoys have been dispatched to Washington to await the arrival of representatives from other countries so that discussions over the U.S. proposed Peaceful Aligned Countries Treaty (PACT) may begin. Turkish state department spokesmen suggested that future meetings be held in Switzerland to reduce travel time and hoped that other countries would attend the Washington conference to "establish a league of nations dedicated to maintaining stability in Europe though mutual defense and non-agression agreements." Turkish diplomats also praised Italy's King Dino I's expressed intention of working toward peace in Europe and voiced their hopes that Italy and Turkey could be charter members of the PACT. TURKISH FLEET MAKES PRECAUTIONARY MOVE Ankara (UPI) -- Silence from Russia and minor sorties between the Turkish and Russian fleets stationed near the Black Sea have prompted military advisors to Sultan Ataturk to recomend the deployment of the Turkish first fleet into the Black Sea to assure that it will not be used as a base for attacks against the Turkish homeland. Spokesmen with Turkey's Central Command assured journalists at a scheduled press conference that Turkey will see to the establishment of the Black Sea as a demilitarized zone when the Tzar makes a firm committment toward accepting Turkish soveriegnity over Armenia and pledges non-interference in the Turkish occupation of Bulgaria. Senior diplomatic corp spokesmen hope that increased communication with the Russian government in the near future will result in lasting peace between the two countries. ************************************************************************ ************************************************************************* EMAIL: AMT5MAN@UK.AC.LEEDS.CMS1 HOME : 21 Cecil Mount, Armely, Leeds, WEST RIDING. After #5 came out i spent three days in Leeds before going home for a family meal. The occassion? My brother's A Level results were out that day (for those that don't know these are National Examination taken at the age of 18 mainly for the purpose of entering Universities). The lad got 2 A's (Economics, General Studies) a B (CHemistry) and an 'O level pass' (the only level above failing) in Maths. THose were good enough for him to goto Brunel university to read Buisness and Finance Law. I then spent 9 days typing up my snail-mail zine and I have 1 whole day to spend in Leeds before going to work in Manchester for two weeks. The lengthened deadline arises because I won't be returning to Leeds on 1/9 as I will be playing in the Derby Bridge Congress that weekend. Germany -> England ------------------ As the North Sea has been over fished I propose a 3 year moratorium on fishing in the region until it can be shown that stocks have risen to the stage of viability, and that the entire North Sea be closed to sea traffic unless exceptional and pre-arranged circumstance occurs. Due to its sensitive location this can only enhance our mutual security. I hope you like this case of our finest Reisling from the Ruhr Valley, and I look forward to quaffing that excellent Scottishshsh Wishkey you mentioned last. regards, PRINCE FREDERICK AND THE SULTAN: TRADING PARTNERS UNITE! Berlin(Reuters) - German newspapers this week were full of good tidings to the Turkish government, after the sumptuous State Dinner held in favour of our own Prince Frederick by the Turks in Constantinople. Speaking on the docks after returning from the East, the Prince revealed that the Sultan had shown a great deal of enthusiasm for the mutual benefits to be gained from economic cooperation between the two countries, as the vastly different climates meant that each has goods aplenty which the other desires. Tourism is not expected to be a big industry, however trade in wines and raw minerals should proceed forthwith. PRINCE FREDERICK APOLOGISES Munich - Saturday: The Ruler of Germany, Prince Frederick the Great, today apologised to France for the unseemly actions that occured in the fields outside the town of Burgundy earlier this year. He stated that after a six-month investigation it was discovered that a deliberately altered map was responsible for the 2nd Division accidentally wandering over the French Border, and the person responsible for the alterations would be severely dealt with. The Prince assured the French Prime Minister that it was his expressed desire to ensure the beautiful hills and fields of the region could continue to produce the excellent wines that it does in peace and security, and that free trade could be implemented soon. SHOCK ASSASSINATION ATTEMPT: GERMANY REACTS Berlin -- A Press Release issued by the German Royal Family has revealed that yesterday's assassination attempt on the Prince's son Prince Sigmund was only foiled by the vigilance of the Palace Guard, who swiftly challenged the intruder who, unfortunately, escaped before his nationality could be ascertained. This was the second attempt on the Royal Family after the tragic demise of the late King by poison, and Espionage by Foreign Power or Powers Unknown is suspected. Snap RoadBlocks and Random Body Searches have been implemented, and all sovereign powers are politely requested to respect the exclusion zone currently being constructed around the Germanic Borders, which will remain until the cowardly offender has been apprehended. Turkey to Austria: I will leave Serbia alone and concentrate on the Russian. Good luck against Italy.
