The idea of a protected city strikes me as unnatural. I still think the 'flee before combat' adds realism but ONLY if stealth is taken into account. If a 200-man army comes after Dr. Pain, doncha think he'll want to scoot to a different location where he might have more forces available to stack with? If Dr. Pain weighs 300 pounds and walks like a pregnant ox, he probably won't get away. However, if he looks and moves like Baryshnikov, that 200-man army is SOL. If someone successfully 'flees' before combat, that suggests they got away before engagement, so I'd think the pursuer would *not* get a free shot. If they flee during combat (as the world is now), sure - nail 'em in the back. I don't think us newbies need/deserve special protection.
