Ah, but there is diplomacy in the game.  It just takes longer to get a message
across.  For example, I'm Russia and you are Turkey.  I want your help in
attacking Austria.  So, I submit the order A SEV s A BUL m RUM.  Now, the odds
are perhaps slim that you moved BUL to RUM, but I have communicated to you that
I want to work with you.  Now, next turn, I should repeat the support, to see
if you are willing to work with me.  If you make the move I supported, then
there has been some kind of an agreement reached.  Likewise, as backstab in
the above example is possable.  You could accept my offer of support into RUM,
but also move a fleet to the Black Sea and another army to Armenia.
