This was my first reaction too.

All true.  However, if you're in the city and it's sacked, you're
going to get munched.  So it makes sense for you to be involved
in an attack on a city, if you're in the city.

This is a valid wish, but an arbitary one.  Someone else would just
as soon stay out of suck combats.  No stacking system will have defaults
which address all cases.  The "ally" attitude would be useful here.

Maybe it could be a settable option.

The internal structure can be the same, but we still have MOVE and
STACK.  There are powerful advantages to making a consistent internal
representation, even if there is fluff at the user level to maintain
atmosphere.

Basically, a STACK is a zero time MOVE.  We can play with whether
or not routes go between things, or whether sub-locations appear
underneath outer regions.  Hmmm, let's see... things which you
can see into are just STACKable, but things which you can't have
routes to them...
