My current thinking is that structures will suffer minor damage
from time to time which will require repair.  Events such as combat,
earthquakes, or terrible storms might inflict a large amount of
damage too.  The structure effectiveness would be related to its
"repair" rating.  So a 20% damaged tower only offers 80% of the normal
defensive bonus, for instance.

Perhaps when a strcture reached 100% damage, it would cease to exist.
Thus, abandoned structures would eventually decay and vanish, although
this might take a long time if left to the elements.

I do plan to have an explicit DESTROY command to tear down a structure.

Interesting.  These are getting close to micro-modeling, but I like
them, and they would fit well with the new skill system if they
worked implicitly (attack against tower: if you have a siege engine,
your attack is more effective).
