You should probably add some consideration of the season to this particular
factor - fewer people travelling in poor weather than in good weather.

Since this flow would represent the movement of 'normal' people, it might
be more likely they would take the *easiest* route, rather than the shortest
route.  This might be implemented by giving routes weighting - a mountainous
route is of lower value than one through plains, etc.

Oh, yes, very true! The weighting scheme I suggest could take this into account
as well.  A mountainous route has a lower value than a plains route as long as
neither has a road.  If the mountainous route has a road, it might outrank a
plains route *without* a road...

If implemented, this would essentially give players the capability to start
new towns and cities...
