Something that might be added in later:

Whenever tech is upgrade the older fleet become out of date.  The
upgrade makes generation in the ships.  Something to counter act this would be
the power to upgrade old ships to the new tech levels.  This rule would be
very realistic and very useful.  Think of it the government doesn't want to
spend tons of money on building more ships when it has a good sized fleet and
so they bring a couple ships in to dock (out of action for a couple of turns)
and get them refited.  Even now fleets do this.
        It would really only be worth it to upgrade the larger ships because
otherwise you would be wasteing production points.
        It would take maybe half of the ships production costs to bring it up
to par, but in that turn if the planet was attack it couldn't fight or defend
itself.

BTW I really really do like this game, I have gotten about five more people
active in it.  Thanks again.
