If planets are captured with some fraction of their industry intact, the possibility of stealing technology should also be considered. The benefit to the victory should be some percentage of the difference in tech levels between winner and loser - say 10% of the difference. For instance: The Tintin (Drive TL = 4.32) capture Loners (Drive TL = 8.51) planet. Diff in Drive tech = 8.51 - 4.32 = 4.19 The Tintin, by studying the captured artifacts of the Loners, increase their Drive TL 0.41! Would this allow a species to (potentially) increase all 4 tech levels in a single battle? Sure, why not? This would make the defense (and capture) of those size < 6 worlds critical to an empire. A more entertaining example: The Slugs (all TLs = 1) capture a Tintin world (DR=5.36, Wpn=3.45, Sh=4.32) and make off with all the goods. The Slugs leap forward to DR=1.43, Wpn=1.24, Sh=1.33!
