Also, I DO NOT like the idea of IND or AGR tech.  I think that would be
realistic, but would detract from the playablility.

I don't think so.  AGR would just be another scarce resource.  If it
supported a reasonable number of people per unit, then it would become
feasible to haul AGR to your HW to increase the useable industry.

But it would always be neccessary to have colonies (where's that AGR
going to come from?  Any world that is fully developed will already be
using all it's own AGR!  Only undeveloped worlds or, perhaps, the rare
world with a really high AGR value, can create more AGR than their
population can consume).

I think what it would add (besides being realistic) would be a new form
of attack.  Strangle a populous world by blowing up it's supply
ships...
