Actually, electronic distribution of the rules is generally discouraged in
hobby circles, as it would be an infringement of Avalon Hill's copyright.
If you're mainly interested in a general description of the game, just so
you can get a feel for whether you'd be interested in buying it, a local
hobby store would probably let you look at a copy; or you could call Avalon
Hill (in Baltimore) and order a replacement copy of the rules only.  I also
recommend Avalon Hill's "Gamer's Guide to Diplomacy", even though it's about
15 years old, to describe the flavor of the game and give some very helpful
ideas for beginners.
