The main question/complaint I have gotten is that you can only produce one thing per turn per planet. This is a reasonable rule but it is not correct. The upgrade ships command uses production points BEFORE production takes place. So, somewhere the used/total production points is kept rather than being calculated just before production takes place. The idea would be to add a quantity parameter to the end of the produce command, and allow multiple produce commands per planet. Leaving off the quantity parameter would behave as it does now. It wouldn't change the order of actions in a turn so bombed planets aren't going to be able to make defenses during the turn or anything like that. It will probably increase the number of mistakes as players misfigure points, but that burden exists already.
