In SimCity, if you change the taxes on Nov or Dec, this has an effect on the total taxes collected; ie. the taxes are set PER MONTH and not per year! So, if you tax 100% 10 months of the year, and 0% Nov & Dec, this amounts to about 83% taxes, on the AVERAGE...
