The difference is that a crystal is an equipped item and a druid's power 2
staff is a weapon.  As a weapon, the staff sucks.  As far as magic goes, it
gives you +3 mana per action and +2 recovery.  For a 3-action character,
that means +20 points per production.  Since *two* crystals can be equipped,
you get +6 spell points per action, or +36 points per production.  Plus,
making the staff costs 17 points, while making two crystals costs you 11
points total.  Plus, while using the crystals, you can still wield killer
weapons.
