In standard Galaxy (The one that Russell Wallace runs & maintains) the
addresses of all the players are given out at the start of the game,
in player number order.  Homeworlds are also assigned in player number
order.  You can easily correlate addresses with world numbers, given a
full map, and send mail to the people who are close to you.

Your genocide strategy isn't a reaction, it's an aggravation.  It also
doesn't work on people who have any experience at all- or who read the
rules.  The first paragraph of hints warns against this tactic.
Beware of pissing off all your neighbors.  They gang up and get nasty.

I've never had any real problems with managing my war/peace status to
do just what I wanted.  When I started Blind Galaxy, one of the things
I put in it was a defensive posture; you only fired first when you
were in orbit around a world you owned.  It didn't add much to the
game, if anything.

Trading, while a good idea in theory, isn't real easy when the only
things available to trade are materials, ships and capitol.  If you've
got one of them you've normally got them all.

If you really want to trade though you can.  You can unload cap and
mat onto other player's worlds.  You just have to trust them to
reciprocate.  ;)
