Assuming perfect players?  Why?  Thats an unrealistic model.
I have to agree with Jason.... This game has very little in
common with Diplomacy...if anything it incorporates characteristics
of diplomacy...but I think it has more to it than that...
Galaxy requires a full understanding of the mechanics of
combat, a knowledge (which you do not attain easily) of your
opponents, careful strategy and tactics in attacking and defending,
diplomacy, economic prowess, and farsighteness (ie tech levels).
Galaxy though initially fairly simple to play...can turn into
quite a complex monstrosity...in the late game.  Diplomacy has
some very simliar attributes, but Galaxy allows a player to
custom make his empire according to his/her preference...at a level
Diplomacy can't compete at... And even if you were to begin to
churn out flawless Galaxy turns...you still can't guarantee some
else won't conquer you... :)  Diplomacy has more limitations in
my opinion...and flawless turns generally lead to flawless games.
