I think this is true at least formula does not work if I count in guilds of
non-main PC

  Are you totally sure??? Just last turn I got one more PC and my prestige went
up. (of course it could be that popula went over some point)

I think that prestige from popula is based on both quantity and *quality* of
your population. At least it seems that I get more prestige when I capture
maratasens instead of 'mere' humans ...
(Now I hope this doesn't sound racist ;-)
