The problem with your formula is the last two terms.  They should be:

+#characters/10
         +sqrt(population_owned/200)

I believe that the last term is a simplification of the real formula.
Instead of population_owned it should be population_owned multiplied
by some factor which relates to the base combat factor of the pop.
This would result in giant population giving more prestige than human
population.  Your formula modified with my corrections usually gets
me with 1 to 2 prestige points of my real value (my prestige was 30+).
