My advice is to go the 17 will route.  the 21 will route give you an unplayable
set of stats.  You have to keep in mind where you're headed.  You want to

I would use the first as a lunger, pl, or pr.  I wouldn't use the second,
but I'm pretty sure that even numbers are your friend in speed.  I'm a
proponent of strength.

No, I prefer the 17 will guy.  MUCH more playable.
