As long as the char that equips the item meets the activation restrictions,
that char can cast the spells.  That goes for non-arcanists and low
level priests.

All mana bonuses are cumulative.  If you have an item which gives you 20
free points of Shell of Protection: Character and another which gives you
5 free points to all spells cast, you would get 25 free points of the
shell.  If you're also a Wizard, tack on three more points.

Spells that are 'in' an item cannot be learned or taught unless you also
know the spell.
