Absolutely right. A friend of mine set up as a Draken Mercenary in ROI 1 (UK)
and got a slot of cavalry, riding Warhorses! At least they did until the program
was fixed. I think the -500% basically means don't even bother. Dakken do have
wings after all, they hardly need the extra movement. However, Drakken might
be able to ride a really large mount but they'll be at a disadvantage.
