No. The 'explore and map' military order gives you a 3x3 square centered on
your current position. The 9x9 you get is to help you out at the start. As
has been mentioned Rangers get a 3x3 map print out if they are in charge of
a force, this 3x3 gives roads as well as towns/villages etc. Normally you
only get informed of roads for the province you end up in and those you
travelled through.
