What is required is that the Student occupies province A during student
second phase and that the teacher occupies province A during his first
phase.

So, they can move together in the same force or, if two players are
involved, the student moves to where the teacher is, issues a learn
order.  The teacher issues a teach order phase 1, and is then free to
move on that turn.

Note that this phasing will allow a teacher to teach twice in a turn,
if the learning character for one of the skills (or spells) is owned
by another player and issues the learn order FIRST (before the teacher
issues the first teach).
