Theoretically, it decreases by 15% each time.  In order to bless yourself to
level n, you have to spend the full points required to reach level n, because
existing points act as MR against the new bless.  So...

Say you still had a 50% bless.  That's 10 points + MR.  So in order to get
through, the first 10 points + MR you spend are ineffective.  So to raise it
to a 20 point bless, you have to spend 10 points + MR which is ineffective,
plus 10 points to reach 20 points, for a total of 20 points + MR, which
is what it would cost you to reach 100% without *any* bless still having an
effect.
