Many sites receiving this newsgroup are UUCP sites, transferring the messages via modems, many through long distance. Obviously, the newsgroup rec.games.pbm is of relatively wide interest. Legends, as a PBM, is of interest to many as well, but only the active players are interested in things such as items, monsters, whatevers lists, though everyone has to dedicate the bandwidth to transport these messages. Many Usenet users use offline readers, and few, to my knowledge, feeders have the ability to "kill" messages before packeting them; it's usually the job of the offline reader, thus these messages are again transferred. If you look at the global picture, this ends up being an awful lot of bandwidth for... ...well, a limited subset of the audience of rec.games.pbm.
