The only differences between two dragons as characters and two dragons as soldiers are 1) more than one per slot, and 2) you oppose them with battle spells. Since they are in the same slot, they are *easier* to kill than if they were characters (because killing one may cause the other to break, giving you an unskilled dragon race, and because you only need to oppose one slot with trids, not two). As Dani said, there are spells to get you these. So both sides can have them.
