Not necessarily.  I asked the guy running Quest at ABM (here in the
US) about multiple 'P 0' orders.  He said that your skill won't
increase by more than 1 point/turn, but that there is a chance that
the first 'P 0' order won't work (ie, the gods won't give you your
skill point).  I've never seen that first 'P 0' order fail, but I've
only been playing for six turns (buncha wet-behind-the-ears
characters).
