The training level of the troops doesn't matter, just the number of troops.

-1 * (Guard Rating) * (Number of Soldiers) / 100 = %Penalty

For example,

500 militia (GR1) = 100 knights (GR5) = 20 guards (GR25) = -5%

For stealing from the force, do this calculation for all slots in the force
and sum the result.  For kidnapping, do this calculation for soldiers in
the same slot as the target.

Note that this is before the fortification and other changes that
went in over the summer.  I had heard that MG was going to increase
the anti-covert protection afforded by troops in the force to other
characters (or maybe just the overall commander) too, but I'm fuzzy
on the details.

	I think City Watch have a GR of 50.
	I designed a troop type with a GR of 100 once.
P.P.S
	Decent thieves and assassins (15-25th level) require a fair amount
		of resource to protect against, or couldn't you tell!
