Possible reasons impact weapons are balanced (I've been noticing a steady decline in my win ratio since I bought a mace): -works poorly with characters who rely on speed-based tactics. -tires character more quickly than cutting weapon of equal weight. -longer recovery time=less attack opportunities per round.
