You need to build some more bases. Do you control any Bovinoid planets? If
so, then you must build an alchemy ship (either a Merlin, or a Refinery
ship). TOW the alchemy ship there, don't waste high tech engines on it. Then
you can make fuel (with a refinery ship), and/or more minerals (with a
Merlin). Hope this helps.
