I just saw this after following up Kevin's post. Makes sense.

This is an intriguing situation. A change in rules, but an intriguing
situation. The galaxy hall of fame allows for the 1/N for alliances, but
usually it's between stronger races. If it were between *all* remaining
races, then perhaps the stagnation would end.
