Realistically, how hard is it to bump a major town up to a city? What emissary rank/pop center loyalty do you need to stand a reasonable chance of success? Even a 25 percent chance of success? Point being, I have a 30 emissary moving off my capital this turn with little to do in the meantime. The center's loyalty is 76 percent. I know it's not real likely the order would succeed, but how unlikely is it? 2) How does GSI decide who gets to sell what percentage of their products when the market cannot absorb all the sell orders? Example: As the Woodmen, I sold all my mounts and about 50 percent of my food. Cardolan sold only 2 percent of her mounts, but 75 percent of her food.
