the order works, but your higher tax rate probably dropped the loyalty of
your unluckier pop center by 1.  Influence pop center loyalty improves the
loyalty by one point for every 10 emissary skill you have.  That is, a 30
emissary will raise a center's loyalty 3, etc.  A tax rate around 40 also
will show you some slow loyalty improvement in some cases (if you have enough
pop centers).
