Have a standard form for inputting orders, a printed version for players
mirroring an on-screen version for the operator, which has N lines for
orders.  Charge whatever per turn, plus $.50/page of 25 orders, say.
Makes it easy for players to know how much they're spending, and easy
for the computer and operators to quickly ascertain how much is owed.

I agree with other responders that you want to make getting into the game
as easy and tempting as possible, so don't front-load the cost or do
anything too tricky that will make people wary.
