It *is* heavy.  And you *do* equip with it.  All items are used one of two
ways - equipping the item or activating the item.  Different items have
different ways of using them.  By-and-large, altars tend to be of the
"equip" type.  You can always carry more than your encumbrance.  You just
can't *move* when carrying more than your encumbrance.  As long as you don't
want to leave your province whatever else you do, you can "carry" lots and
lots of stuff.  Of course, if you can get a drake or a dragon of some sort,
you can equip an altar *and* move.

As a general rule, it is always safe to "equip" with an item.  An item may
lower your stats or apply a curse, but it won't cause insanity, and the
penalties will go away by un-equipping it.  Activating is riskier - this can
cause wounds, insanity, apply curses, and maybe even cause pox or plague.
The Rune spells are your friend.
