Don't know about 1) or 2), but they are currently working on changes to the
game system and a new module.  The changes will take 2 forms, instead of an
all new L2 system.  Some changes will apply to all games, and some will be
module specific;  for example, a change of the first type will be the
removal of the restrictions on L-T-B order sequencing, which will allow you
to transfer stuff out of a force, deactivate it , reactivate it somewhere
else, and transfer stuff in, all in one turn.  A change of the second type
will be restrictions like only parties can attack lairs, or only parties
can attack other parties, which will be on a module by module, or even game
by game basis.

I'm not sure of the timing on the new module.

You can ask them directly - at least if you are in the U.S. - by using
their bulletin board.  Check your most recent Notes From the Home Office
for the number; they are quite good about responding to questions and
comments.
