A while back there was a version "mxconq" which allowed one player to play one turn, save the game, mail the save file to the next player, who would play one turn, save the game, and so on. In effect, it's somewhat like VGA Planets, except that players have to play in round-robin and not all at once. The pbm version hasn't been maintained, and it would be nice if it could be converted from round-robin to simultaneous. If you're interested in either task or would like to play the existing game, which might work or might not, you can ftp source from: ocf.berkeley.edu:/pub/games/xconq I've cross-posed this to the VGA Planets group, because it's somewhat like VGA Planets, but I don't believe that it actually works under MS DOS per se, although you could probably get the curses client to work.
