Depends on which Illuminati you begin with.  In general, communication is
essential.  Be polite.  Good first targets for warmongers are
uncommunicative players; great first targets are weird people (like me) or
arrogant jerks.  Stay in touch!  Share limited amounts of info to show
good faith.

If Influence or Power are below 60, make building them an absolute A-1
priority.  You want them both at  99/99 as soon as you can, but below 60,
they're almost useless.  First turn I usually like to grab a good group (a
country, like France, Spain, Sweden, or South Africa - Japan, Germany, and
Russia are too popular and some groups have bonuses for them) and a loot
group (Lobbyists, Soap Operas, Romance Writers, etc.) - a group with
130-300 Income, low fanaticism, and high corruption. Control them, sell
off all their income, and let them do alignment mods for you for a few
turns before dropping them.
