Warships don't carry troops, transports do.  Naval strength vs
other navies is based entirely on the number of warships.  Naval
strength vs armies or pop centers is based on troops, with a
transport carrying 250 infantry (HI/LI/AR/MA) or 150 cavalry (HC/LC).
If you have more transports than you need, troops are spread evenly
among them, so with 100 troops and 10 transports, each transport has
10 troops.  Remember that navies are similar to armies, and an army
_ceases to exist_ if it drops below 100 troops.  Man your navies with
care.  If your navy ceases to exist while at sea, all of your characters
with that navy are dead.
