This recharge rate is achieved with devoted servant level of devoutness which is expensive to maintain. In general, diety magic recharge rate is bought with gold and Universe magic depends upon cunning. If you have a decent cunning and/or low gold supplies, Universe is probably for you. Diety magic is not an exact science by any means since non character factors can affect recharge rate (guild alignment, god popularity).
