Yes, you need to go several provinces away before you can get a province
to yourself where the resources aren't already being used.

For the most part it's safe and peaceful enough.  Learn combat and train
your starting 8 peasants to soldiers, a few nobles plus 8 soldiers is
enough to be safe from monsters and something of a deterrent to casual
banditry.

Yes, remember to acquire all the nobles and skills you need in Imperial
City before you leave.  Read the 'Getting Started' document from the ftp
site and follow its advice.
