Decweb sounds suspiciously like Starweb, a classic pbm from Flying Buffalo.
There are six different races that score points in various ways.  Flying
Buffalo can be reached at (602) 945-6917 or at 70030.240@compuserve.com.
Starweb is a fine game and one of the most popular pbms ever.
