I have an army which is not presently in a mountain hex, but it is NEXT TO a mountain hex. I want to move it into the mountain hex but I am low on food. Is this move possible? I've thought about retiring some troops to lower the food requirement, but it seems that retiring might come AFTER food consumption. Do the retired troops get a last meal before they leave? Is there any way to retire only the unfed troops so that I can move without the 1/3 penalty? Does the hunger penalty make moving into a mountain hex impossible?
