Depends on if the prisoner has any useful skills.  If not, plant him
and move on.  If so, then send him on over.  Note that the non-owner may not
have any prestige and be much easier to influence than the owner, who is
guaranteed to have prestige (approx 5 + (1 per 100 population)).  Usually
it's easier to take the owner and plant him with a P3 order.
